Student Investment Account Update - November 2021
Lawmakers were clear from the beginning that an investment of this size in education must be accompanied by transparency and accountability to make sure the money is being spent properly and that our students are seeing results from the investment.
One important component of transparency is ensuring that plans are created and shared with the community. Districts and charter school plans must be:
- Approved by the board of the district or charter school with opportunity for the public to comment
- Available at the main office and on the website
Annual audits are also an important component of transparency. These audits must be:
- Available at the district
- Presented to the local board
- Reviewed by ODE
If the audit identifies issues, ODE may:
- Collaborate to identify and implement specific interventions
- Provide technical assistance
- Deduct amounts from future distributions

During the 2019 legislative session, Oregon’s leaders made a real commitment to our children, our educators, our schools and our state with the passage of the Student Success Act. When fully implemented, the Student Success Act is expected to invest $2 billion in Oregon education every two years; that’s a $1 billion investment in early learning and K-12 education each year. Of those funds, $200 million goes into the State School Fund and the remaining is distributed into three accounts: the Early Learning Account, the Student Investment Account and the Statewide Education Initiatives Account.
At the heart of the SSA is a commitment to improving access and opportunities for students who have been historically underserved in the education system.
