In 2011, Oregon’s Legislature set a clear and ambitious goal that has become known as the “40-40-20” goal.  This goal states that by the year 2025 all adult Oregonians will hold a high school diploma or equivalent, 40% of adults will have an associate’s degree and 40% will hold a bachelor’s degree or advanced degree.  http://www.oregon.gov/gov/oeib/docs/nnousreport.pdf

This goal was set into action when it was enacted into law with the passing of Senate Bill 253:  http://www.leg.state.or.us/11reg/measpdf/sb0200.dir/sb0253.intro.pdf

One of the primary strategies for meeting this statewide goal is to create an integrated and aligned education system from Pre-K to college and career readiness.  This strategy has been nicknamed “P-20”

The North Wasco County School District has been working on this strategy since early 2011.  The District began by expanding partnerships with Mid Columbia Children’s Council (MCCC), the local Head Start/Early Head Start/ and Oregon Pre-Kindergarten provider.  Together, MCCC and the District have led a P-3 workgroup that includes stakeholders from all sectors of Early Childhood services and education to work towards alignment of our systems Pre-Natal to 3rd grade.  This workgroup has made a lot of progress so far and has an established workplan.  Check out this link for more information:  https://www.nwasco.k12.or.us//Domain/55

Last Spring and Summer many local community partners participated in a series of training called Stronger Economies Together.  Participation in this training series resulted in the concept for the Columbia Gorge Regional Center of Innovation.  A workgroup has formed and made significant progress.  In February 2013, the workgroup had an opportunity to share this concept with Dr. Rudy Crew, Oregon’s Chief Education Officer.  He was supportive of the idea and challenged the workgroup to work toward the development of an operational plan that could be ready for implementation by late Spring 2013.  Here is a link to a description of the initial concept paper:      Col.
