    McKinney-Vento Program

    Rights and Services

     
     
    The McKinney-Vento Act’s Education of Homeless Children and Youth Program, ensures that homeless children and youth are provided a free, appropriate public education, despite lack of a fixed place of residence or a supervising parent or guardian. The state public school admission statute assuring the right of homeless and other children and youth in similar circumstances to enroll in schools is ORS 339.115(7).
     
    Educational Rights of Children and Youth Experiencing Homelessness

    WHO QUALIFIES:

    ·       Students who are doubled up, sharing housing due to loss of housing or economic hardship

    ·       Students living in motels, trailer parks or camp grounds due to the lack of alternative accommodations

    ·       Students living in emergency or transitional shelters

    ·       Students who are living in cars, parks, public spaces or substandard housing

    ·       Students who are unaccompanied, living without their parents

    ·       Migratory students who qualify as homeless because the students are living in circumstances described above

     
     
    RIGHTS: 

    Children & youth experiencing homelessness have the right to:  
     

    ·       Go to school, no matter where they live or how long that they have lived there

    ·       Continue in the school that they last attended before becoming homeless 

    ·       Receive transportation to the school they last attended 

    ·       Enroll in school without giving a permanent address 

    ·       Enroll and attend classes while the school arranges for the transfer of immunization records
           or any other documents required for enrollment
     
    These rights are established under the McKinney-Vento Homeless Assistance Act Title X, Part C of The No Child Left Behind Act

    Service to homeless students include:

    ·       Enrollment assistance - payment of registration fees
    ·       Assistance with free lunches

    ·       Provision of school supplies and school clothes

    ·       Community resource referrals
